The cert-manager chart version used in CI was pinned at
v1.18.2in.github/actions/deploy-cert-manager/action.ymland had gone stale, becauseRenovate did not track it. The same version is also being documented in
charts/cluster/TESTING.mdby #1007 , giving the repo two places that candrift apart.
